Course Description

The Chief Mate (NCV) Course for Indian Naval Officers is a specialized competency program designed to facilitate the smooth transition of Executive Branch officers from the Indian Navy to the Merchant Navy. This course is the definitive path for retiring or transitioning Naval officers to secure a management-level Certificate of Competency (CoC) as a Chief Mate. The curriculum is tailored to address the differences between Naval and Merchant shipping operations, focusing heavily on commercial maritime law, cargo handling, and merchant ship stability. While Naval officers possess superior navigational skills, this program dives deep into the Merchant Shipping Act, MARPOL environmental regulations, and the safe carriage of commercial goods. Trainees learn to manage the stability and structural integrity of merchant vessels, including bulk carriers, tankers, and offshore supply vessels (OSVs), using industry-standard loading computers and stability scales. The course also covers Bridge Resource Management (BRM) within a commercial context, emphasizing the Master-Pilot relationship and merchant watchkeeping standards. Eligibility Requirements

Rank: Commissioned Officers of the Indian Navy (Executive Branch). Sea Service: Must have a minimum of 36 months of sea service, including significant Bridge Watchkeeping (BWK) experience certified by the Naval Headquarters (NHQ). MOU Requirements: Must have an assessment letter from the Mercantile Marine Department (MMD). Courses: Completion of mandatory STCW advanced modular courses (GMDSS, PSC&RB, AFF, MFA). Medical: DGS-approved medical fitness certificate and eyesight 6/6 in each eye.

Emergency Response: Command and control during shipboard emergencies and search and rescue (SAR). Personnel Management: Leadership, managerial skills, and crew welfare under the MLC 2006.
