Course Description

The Competency Course for Chief Mate NCV - Phase 2 is a high-level management program designed for deck officers holding the NWKO (NCV) Certificate of Competency who are ready to ascend to the rank of Chief Officer. Fully regulated by the Directorate General of Shipping (DGS), India, and strictly aligned with STCW Regulation II/2, this 3-month intensive course is the final academic requirement before appearing for the management-level MMD examinations. While Phase 1 focuses on foundational management, Phase 2 dives into the complex technical and legal responsibilities associated with senior command on vessels operating within Near Coastal Voyage (NCV) limits, including offshore supply vessels, massive dredgers, and specialized tugs. The curriculum is technically rigorous, with a heavy emphasis on "Naval Architecture Paper II" and "Maritime Legislation." Trainees master advanced ship stability, longitudinal stresses, and structural integrity, ensuring they can manage complex cargo operations and dry-docking procedures with absolute precision. A significant portion of the course is dedicated to "Bridge Watchkeeping, Search and Rescue (SAR), and Ship Handling," where officers utilize high-fidelity simulators to practice emergency maneuvers and tactical coordination in high-traffic coastal waters. The legislation module provides a deep dive into the Merchant Shipping Act and international conventions like MARPOL and SOLAS from a management perspective, preparing officers to act as the vessel's primary legal and safety administrators. Successfully completing the Phase 2 course, followed by passing the MMD oral and written examinations, grants the seafarer the Chief Mate (NCV) Certificate of Competency. This credential signifies professional maturity and the technical authority to oversee the entire deck department and cargo operations. In India's rapidly expanding offshore energy and coastal logistics sectors, a Phase 2 certified officer is a vital asset, possessing the strategic wisdom and tactical skills required to command the giants of the near-shore fleet.
