Course Description

The Indian Maritime Legislation (IML) course, also known as the Indian Maritime Legislation Course for Recognition Endorsement (IMLC), is a specialized program designed for management and operational level officers who hold Certificates of Competency (CoC) from other DGS-approved maritime administrations. As the global maritime industry operates under a complex web of international and national laws, this course is the essential bridge for foreign-certified officers seeking to work on board Indian-flagged vessels. Regulated by the Directorate General of Shipping (DGS), India, and following the guidelines of the STCW Convention, the IML course provides the technical and legal foundation required to obtain a Certificate of Equivalent Competency (CEC) or "Recognition Endorsement" in India. The curriculum is a comprehensive deep dive into the Merchant Shipping Act, covering the latest amendments and the modern regulatory environment of the Indian maritime sector. Trainees learn the intricacies of ship registration, the legal significance of the Certificate of Registry, and the specific Indian requirements for crew management, including engagement, discharge, and manning scales. A significant focus is placed on the administrative duties of an officer, such as the maintenance of the Official Log Book (OLB), the handling of trade disputes, and the legal protocols for shipboard discipline. The course also addresses the vital areas of marine pollution prevention, safety of life at sea, and the Master’s legal duties in scenarios involving collisions, distress, and salvage within Indian waters. Successfully completing the IML course is a mandatory requirement for any officer wishing to bridge their international credentials with the Indian flag. It demonstrates a high level of professional responsibility and an understanding of the sovereign laws that govern one of the world's fastest-growing maritime fleets. By mastering the Indian legislative framework, officers ensure that their vessel operates in absolute compliance with national law, safeguarding the interests of the owner, the crew, and the Indian maritime administration.
