Course Description

The Mate of Home Trade ship - NCV (Near Coastal Voyage) is a prestigious management-level competency certification for deck officers serving on vessels operating within India’s territorial and near-coastal waters. Regulated by the Directorate General of Shipping (DGS), India, and strictly aligned with the Merchant Shipping Act and STCW Regulation II/2, this qualification is the definitive milestone for those transitioning from operational watchkeeping to senior executive leadership. While officially designated as "Mate of Home Trade" in the MS Act, it is equivalent to the Chief Mate (NCV) grade, authorizing the holder to serve as the second-in-command on vessels up to 6,000 GT (revised from 3,000 GT as per DGS Circular 2 of 2014) within the NCV limits. The curriculum is a rigorous 6-month preparatory program, typically divided into Phase I and Phase II. It bridges the gap between basic navigation and the complex administrative, legal, and technical requirements of ship management. Trainees dive into advanced Naval Architecture, focusing on longitudinal stresses, damage stability, and dry-docking protocols. A significant portion of the course is dedicated to Maritime Legislation, where officers master the Indian MS Act, MARPOL, and SOLAS from a management perspective. By utilizing high-fidelity bridge simulators, candidates practice tactical ship handling, search and rescue (SAR) coordination, and bridge resource management (BRM) in high-traffic coastal zones. Successfully attaining this Certificate of Competency (CoC) signifies that the officer possesses the strategic wisdom and technical authority to oversee the deck department, cargo operations, and the overall safety of the vessel. In India’s rapidly expanding offshore energy, dredging, and coastal logistics sectors, a Mate of Home Trade is a vital professional leader. This certification is the final academic hurdle before the ultimate command, providing a career path defined by professional authority and the responsibility of safeguarding the Indian maritime frontier.
