Course Description

The Marine Engineering Officer Class IV (Near Coastal Voyage) course, commonly referred to as MEO Class IV (NCV), is the foundational competency program for aspiring marine engineers seeking to serve on vessels operating within India’s coastal and offshore limits. Regulated by the Directorate General of Shipping (DGS), India, and strictly aligned with STCW Regulation III/1, this 4-month preparatory course is the definitive gateway for Trainee Marine Engineers and GP Ratings to transition into the rank of a certified Fourth Engineer. In the specialized world of coastal shipping—encompassing dredgers, tugs, offshore supply vessels (OSVs), and multipurpose crafts—the Class IV (NCV) officer serves as the primary technical watchkeeper, ensuring the continuous and safe operation of the vessel's propulsion and auxiliary systems. The curriculum is a rigorous blend of academic theory and practical engineering knowledge, divided into two distinct parts. Part A focuses on the fundamental sciences, including Applied Mechanics, Thermodynamics, and Engineering Drawing, while Part B dives into the core functional competencies required at sea. Trainees master the operation of marine diesel engines, electrical power generation, and the complexities of ship construction and stability. A significant emphasis is placed on "Ship Safety and Environmental Protection," instilling a proactive culture of compliance with MARPOL and SOLAS regulations. By utilizing advanced engine room simulators, candidates practice responding to critical machinery failures and emergency scenarios, developing the rapid decision-making skills necessary for an operational-level officer.Successfully attaining the MEO Class IV (NCV) Certificate of Competency (CoC) marks the official start of a professional engineering career. It signifies that the officer possesses the technical literacy and disciplined mindset required to safeguard high-value maritime assets. For ambitious mariners, this course is the essential first step toward senior technical command, providing a career path defined by professional resilience, global technical standards, and the unique challenges of the Indian maritime frontier.

Eligibility Requirements

Stream 1 (Degree/Diploma): Graduate Marine Engineers (GME) or Mechanical Engineers with 6 months of approved sea service. Stream 2 (Ratings): GP Ratings with a minimum of 36 months of sea service (including 6 months of engine room watchkeeping). Assessment: Must possess a valid MMD Assessment Letter for MEO Class IV (NCV). Mandatory Courses: Completion of advanced modular courses: PSCRB, MFA, AFF, and Engine Room Simulator (Operational Level). Medical: Physically fit for sea service with a valid DGS-approved medical certificate.
