Course Description

The MEO Class III (Second Engineer Officer - Near Coastal Voyage) Part B course is the definitive 4-month management-level preparatory program for marine engineers aiming to ascend to the rank of Second Engineer. Regulated by the Directorate General of Shipping (DGS), India, and recently updated under DGS Order 9 of 2024, this course is now a consolidated and integrated module that serves aspirants for both Class III (up to 3000 kW) and Class II (up to 8000 kW) NCV SEO grades. It bridges the gap between operational watchkeeping and executive technical management, ensuring that engineers are prepared to lead the technical departments of India’s vital coastal fleet, including offshore support vessels, tugs, and dredgers. The curriculum is technically exhaustive, focusing on Function 3 (Ship Safety, Environmental Protection, and Personnel Care) and Function 4 (Marine Engineering Knowledge) at the management level. Trainees delve into the advanced technology of materials, the operational physics of large-bore coastal engines, and the complexities of integrated electrical and control systems. A significant portion of the course is dedicated to "Strategic Troubleshooting" and "Regulatory Compliance," where candidates learn to manage the ship as a business unit while ensuring absolute adherence to MARPOL, SOLAS, and the ISM Code. The program often integrates high-fidelity Engine Room Simulators, where engineers practice managing multi-system failures and emergency technical scenarios. Successfully completing the Part B course, followed by passing the MMD written and oral examinations, grants the seafarer the SEO (NCV) Certificate of Competency. This credential represents the professional transition from "doing" to "managing," bestowing the authority to oversee all mechanical and electrical operations on board. For an ambitious marine engineer, Part B is the final academic hurdle toward a senior leadership role, offering a career defined by technical mastery, high-earning potential, and the responsibility of safeguarding the Indian maritime technical frontier.
