Course Description

The Radar Observer Course (ROC) is a foundational 10-day simulator-based program designed to equip deck cadets and junior officers with the skills to use marine radar as a primary tool for navigation and collision avoidance. In the unpredictable conditions of the high seas—where fog, heavy rain, and darkness can render the human eye useless—the radar is the most critical sensor on the bridge. This course, regulated by the DGS and compliant with STCW Table A-II/1, focuses on the traditional and essential skill of manual radar plotting. It ensures that before an officer relies on automated systems, they have a deep, intuitive understanding of how to calculate a target's course, speed, and Closest Point of Approach (CPA) using a plotting sheet. The ROC curriculum is intensive, moving from the basic physics of microwave propagation to the complex operation of radar controls like Gain, Sea Clutter, and Rain Clutter. Students learn to interpret the radar display, identifying landmasses, other vessels, and potential hazards while accounting for errors like "indirect echoes" and "side-lobe effects." A major emphasis is placed on the practical application of the International Regulations for Preventing Collisions at Sea (COLREGs). Trainees use simulators to practice maneuvering their vessels in restricted visibility, making critical decisions based on relative and true motion displays to ensure a safe distance from other traffic. Successfully completing the ROC is a mandatory requirement for appearing in the Second Mate (Foreign Going) competency examinations. It provides the foundational situational awareness that every navigating officer must possess. By the end of the course, candidates are proficient in identifying the risks of collision and taking early, substantial action to avoid them. The ROC certificate is a badge of professional reliability, proving that the officer can "see" and navigate safely when the world outside the bridge windows disappears into a grey mist.

Eligibility Requirements

Pre-sea training completed; minimum 6 months of approved sea service (Deck department).
